Shouldn't it be "after 19?" 20 itself is the boundary after being a teenager, so it wouldn't count within those years.

if you just count the girls (and some guys) that give birth while they're still 19, the graph of girls/boys that are pregnant that will eventually give birth before they turn 20 will be sloping down for 9-10 months

I think it's arbitrary. But if it were 9 months, it should start at 19 years 11months and 30 days(assuming Jan.), because pregnancy starts at conception. It should be 0 at ~ 20 years 9 months.
